Caroline Kristoffersen is 23, employed and a college graduate. And next year, she hopes to move into a new subsidized housing development in a historically troubled neighborhood on the outskirts of downtown Rochester.

Finalists were selected by a multi-disciplinary panel of judges, boasting expertise in architecture, real estate development, construction, public policy, and historic preservation.

The Urban League's next development phase will rehab Rochester's oldest block of buildings, erected in the early 1800's.
